Months before the launch, the City defined its policy question:

MAZE9 was set up by the City to be the place for young citizens. Four floors in a spectacular building. But what should we do in the floors to turn it into a real home for the young community?

Groups of stakeholders were invited to give advice

Young Residents

City Employees

Young Leaders

Nonprofits

Young Entrepreneurs

General Public

All the advice was collected in one place

The City reached out to dozens of thousands of young residents through street campaigns, Facebook posts, emails, and direct interactions (e.g., in bars and coffee shops around town).

Group Discussions

Personal Emails

PR Campaign

Meetings on Streets

Text Messages

The insights shaped the entire strategy of MAZE9

"Meaningful meeting opportunities are limited. There is a need to create a difference space for it..."

“We lack the resources to help young people take their exciting new ideas and carry them out...”

“At home, everyone is able to find their own place within it and arrange it to their liking...”

Following the insights, the City made several decisions as to the contents, design, and policies of MAZE9. Personal updates on impact were sent to each and every participant:
